EQUITY Fund Applications - Round One - FY 2003

The OneGeorgia Authority received 52 applications under the first round of Equity Fund competition for FY03. The submissions deadline was September 30, 2002. The 52 applications (the most received in any single competitive round to date), request a total of $22,177,659 in funding for projects totaling $106 million in public and private investments.

As the OneGeorgia Authority begins its third year, we continue to be encouraged and excited by the flexibility of the Equity program. Not only are we receiving high-quality applications, but the proposed projects are among of the most innovative and diverse that we have seen to date.

With a cap of $500,000 per project, the Equity fund has $12 million available and the Revolving Loan Fund has $4 million available for fiscal year 2003. We anticipate competition to be keen for these monies and will work hard to award those projects meeting the threshold requirements of the program as well as the overall objectives of the OneGeorgia Authority.

A complete listing of the 52 projects by applicant, amount of funds requested, and a short description of each proposal is enclosed for your information. These descriptions are taken directly from the application and are not a determination of eligibility for funding under OneGeorgia guidelines.

Funding announcements will be made on December 16, 2024 at the Authority's regularly scheduled board meeting. The Authority, in a continuing effort to meet in rural Georgia, will hold the meeting in Eastman at the Georgia Aviation and Technical College from 10 until 12.

Application deadlines have been set for calendar year 2003 and are listed below. Applications must be received in the OneGeorgia Authority office by 5 p.m. on these dates.

Regional E-9-1-1 Fund

At the August 13th board meeting held in Moultrie, the OneGeorgia Authority board unanimously approved regulations establishing the Regional E-9-1-1 Fund and a budget of $3 million for FY 2003. Because of limited funding and the economies that can be gained through creating a regional emergency dispatch system, the program requires a multi-jurisdictional, regional approach. The program is targeted to those 31 rural counties that are currently without any emergency services. Please refer to the websites listed below for a listing of those counties without these services. Award limits will be based on the number of counties participating in a regional or multi-jurisdictional project as follows:

An applicants workshop was held on September 24th at the Dubose Porter Business and Industry Training Center located on the campus of the Heart of Georgia Technical College in Dublin. Well over 100 individuals representing city and county governments, law enforcement and emergency management agencies attended the workshop. The OneGeorgia Authority, Department of Community Affairs, and Georgia Emergency Management Agency collaborated to sponsor the workshop. The rural communities who attended the workshop sought to partner with their neighbors in an effort to make these emergency services available to their communities, as well as maximizing this one-time funding opportunity.

Applications will be accepted in our Dublin office on a first-come-first-serve basis beginning January 02, 2025 until funds are exhausted. Round One FY 2003 Equity Fund Applicants

Andersonville, City of
To purchase the Drummer Boy Museum so that it may remain in Georgia. The museum, often the first stop many tourists make when visiting Andersonville, anchors 10 other tourist-related businesses. Between 250-350 bus tours stop each year. Keeping the museum would create one full-time position and two part-time positions.

Baxley, City of
To expand the wastewater treatment facility to support economic development activities in Baxley and Appling County. The effect of the new wastewater treatment plan will be an improved community environment. The proposed project will support current business and industry locating in the area. Also, it is likely to lead to indirect local and regional impact by attracting other development and investment in the community through the recruitment efforts of the Industrial Development Authority.

  • $500,000 is requested to expand the wastewater treatment facility to support economic development activities in Baxley and Appling County.

Blackshear, City of
To provide water and wastewater infrastructure to the regional industrial park including the construction of a 500,000-gallon elevated water storage tank, a 500-gallon deep well and approximately 21,500 feet of 10" and 12" water mains and three pump stations, 8" gravity sewer, 8,500 LF of 6" source mains, 2,000 LF of 8" gravity sewer and all necessary and associated appurtenances.

Bowdon Hospital Authority
To renovate a closed hospital in Bowdon to provide adequate residential, clinical, recreational and educational space to accommodate up to 80 children for the KidsPeace Georgia Residential Program for Children. The program will serve male and female youth ages 13-18 years, create 120 jobs and generate an estimated annual payroll of $4 million.

  • $500,000 is requested to renovate a closed hospital in Bowdon to provide adequate residential, clinical, recreational and educational space to accommodate up to 80 children for the KidsPeace Georgia Residential Program for Children.

Bremen, City of
To finance the construction/installation of sanitary sewer and fiber optic infrastructure to support industry location with the Millennium Business Park. In addition to the creation of 15 quality jobs, the availability of technology infrastructure will enhance the area's marketability and promote economic diversification.

Brooklet, Town of
Assistance in funding a feasibility study of developing a marketing and promotional project to encourage tourism and economic development while maintaining the small town integrity of the community.

Brooks, Colquitt, Grady, Mitchell and Thomas County, JDA of
To have UGA conduct a study to determine if Commodity Credit Corporation (CCC) loan funds from the USDA could be made available to Georgia pecan growers as a non-recourse loan for their pecans during years of high production and low prices. Additionally, to obtain the services of a Washington, DC legal firm to explore the legal ramifications of the CCC non-recourse loans for pecans.

  • $100,000 is requested to have UGA conduct a study to determine if Commodity Credit Corporation (CCC) loan funds from the USDA could be made available to Georgia pecan growers as a non-recourse loan for their pecans during years of high production and low prices.

Brooks, Colquitt, Grady, Mitchell and Thomas County, JDA of
To aid in the purchase and rehabilitation of the Hand Trading Company Building in Pelham which currently houses RESA, a restaurant, a gift shop, an optometrist and a hardware store. There is concern that continued deterioration of the building will result in the relocation of the existing tenants to other communities and the loss of 44 existing jobs.

  • $500,000 requested to aid in the purchase and rehabilitation of the Hand Trading Company Building in Pelham which currently houses RESA, a restaurant, a gift shop, an optometrist and a hardware store.

Candler County Board of Commissioners
To construct a 6,000 SF building to use as an Agricultural Farm Center. This will allow development and expansion of agricultural products and support agricultural businesses that are now located in Candler County. The facility will provide office space for 12.

Cedartown, City of
This is a 3 Phase project involving the Cedartown Civic Auditorium. Funds are requested for Phase I which will entail the upgrade and installation of electrical wiring, performance stage lighting, rigging and curtains, HVAC, outdoor lighting with poles and additions to the sound system.

Clinch County
To provide safe, durable and accessible roadways to two existing industries and one proposed industry within a section of the Homerville/Clinch County Industrial Park area by paving 0.856 miles of dirt roads, resurfacing 700 LF of existing roadway and installing adequate drainage.

Cochran-Bleckley Industrial Development Authority
To purchase 274.4-acres of property known as the Howard Tract for use as an industrial park. Currently, the Authority does not own any land that can be marketed to potential industries. The purchase of this property to develop and market as an industrial park would enhance economic development recruitment opportunities in Bleckley County.

Cook, Tift, Turner and Worth Counties, JDA of
To assist with funding Phase II of a multi-county tourism initiative, "Southern Culture, Comfort & Cookin" (SCCC). Phase II will include agri-tourism, kiosks, local and national marketing and 2 years of Internet presence for the 8 communities.

Cordele-Crisp County Industrial Development Authority
For the extension of water and sewer infrastructure to a 238-acre industrial site that has been acquired by the Industrial Authority as the location for a new industrial park.

Decatur County Board of Commissioners
For construction of an Air Terminal at the Decatur County Industrial Air Park in conjunction with a comprehensive plan for capital improvements in the Industrial Air Park.

Dodge County, Development Authority of
A local business, Heart of Georgia Metal Crafters, LLC, in the sheet metal fabrication and aviation industry intends to expand its existing operations to service recently awarded and pending contracts. The expansion will result in the creation of at least 80 new high paying, highly technical, full time permanent positions. Funds are requested to assist with this expansion.

Douglas, City of
To preserve the original, unaltered WWII Army Air Corps flight school buildings by repairing the exterior and making them water proof. Once completed, the buildings will be available for leasing as professional/commercial office space to the aviation industry, business or various professions. This discourages urban sprawl and promotes growth management while preserving the heritage of the flight-training base.

  • $100,000 is requested to preserve the original, unaltered WWII Army Air Corps flight school buildings by repairing the exterior and making them water proof.

Douglas-Coffee County Industrial Authority
To construct a 102,847 SF industrial speculative building on 20+ acres in the Perimeter West Industrial Park to attract industrial development to the area.

Dudley, City of
To provide a single deep water well and improvement to the water treatment plant. These improvements will provide a reliable water system that can meet the current and future water demands in Dudley and provide for economic growth and development to the area.

Emanuel County Board of Commissioners
To construct a park and make streetscape improvements to a highly visible site in downtown Swainsboro. The site will be anchored by a Welcome Center/Rest Area building.

Fannin County Development Authority
To finance acquisition and partial renovation costs of an existing industrial facility for adaptive reuse as the Appalachian Center for Industry. This comprehensive community economic development center will host a workforce development and education campus, small business entrepreneurial training and incubation space, build-to-speculative space and suitable (16+ acres) for expanding and relocating industry.

  • $500,000 is requested to finance acquisition and partial renovation costs of an existing industrial facility for adaptive reuse as the Appalachian Center for Industry.

Folkston, City of
To convert the old Folkston High School into the Okefenokee Education and Research Center to support and enhance tourism, education and community opportunities. The center will provide hands-on learning in an interactive display and will include a 300-seat auditorium. The remainder of the facility will be dedicated to classroom and laboratory instructional space. In addition, the building will include a "Welcome Area and Administrative Office."

  • $500,000 is requested to convert the old Folkston High School into the Okefenokee Education and Research Center to support and enhance tourism, education and community opportunities.

Fort Valley Downtown Development Authority, City of
To renovate the Austin Theatre in downtown Fort Valley. The first floor will be used for an upscale antique mall with dealer booths and display cases and a checkout area. The second floor will be used for a Community Theatre/Playhouse to accommodate cultural events which will be operated by the DDA.

Georgia Medical Center Authority
To develop a commercial bio-business incubator on the campus of the Medical College of Georgia. The center will offer a complete array of laboratory and office space, specialized equipment, access to campus resources, business development services and counsel for companies in the region.

Grady County Joint Development Authority
To construct a 41,250 SF industrial speculative building on a 10-acre authority owned site in the Milestone Industrial Park. The Authority will aggressively market the availability of the speculative building in adjacent north Florida counties, as well as on a statewide basis in Georgia working with the various state economic development groups, including GDITT and MEAG.

  • $488,750 is requested to construct a 41,250 SF industrial speculative building on a 10-acre authority owned site in the Milestone Industrial Park.

Jeff Davis County Board of Commissioners
To develop a southern mansion and historic landmark located on US Hwy 341 into a Culinary Employment Training Center. The County will work with the Second Harvest of Coastal Georgia and the Altamaha Technical College to develop a culinary school that will be a boost to the local economy. Another player in this program will be Job Training Unlimited, the workforce administrative entity for the Workforce Investment Act programs for the region.

  • $500,000 is requested to develop a southern mansion and historic landmark located on US Hwy 341 into a Culinary Employment Training Center.

Jefferson County, Development Authority
To fund the necessary infrastructures on the Louisville Airport Industrial Park. This publicly owned industrial park could accommodate a minimum of 600 jobs and a maximum of 1300 jobs at build-out. The industrial park will improve the community's industrial recruitment competitiveness.

Johnson County, Development Authority of

To acquire 80-acres for Phase I of the City Industrial Park for two initial companies. Over the next three years, Peripheral Mower Company and Structures of Lenox will provide 256 new jobs.

Liberty County Industrial Authority
To provide road, water, sewer, drainage, clearing and signage for an initial 256 buildable acres constituting Phase I of an overall 1,463 buildable acres in the Coastal Georgia Industrial Park being developed west of I-95 adjacent to U.S. 17 South in Midway. The potential exists for the creation of 1,024 new jobs in the initial 256-acres and 4,392 in the total park.

  • $500,000 is requested to provide road, water, sewer, drainage, clearing and signage for an initial 256 buildable acres constituting Phase I of an overall 1,463 buildable acres in the Coastal Georgia Industrial Park being developed west of I-95 adjacent to U.S. 17 South in Midway.

Manchester, City of
To extend water, sewer and gas lines throughout the entire industrial park in order to attract new industry to the area. Currently, there are on-going negotiations with a company that would employ 300 to locate in this park. A 65,000 SF speculative building is being constructed for this company; however, there is no water, sewer and gas to this building.

McIntosh County
For Phase I construction of the 2.1 mile paved McIntosh Trail along the east side of SR99 between McIntosh Blvd in Darien and "The Ridge" Historic District. Expected results include 33 permanent jobs, 22 one-year construction jobs and 13 temporary jobs supporting the nature-based tourism activities in McIntosh County.

Meriwether County Industrial Development Authority
To construct a 53,000 SF speculative building in the Manchester Industrial Park located in Meriwether County. This would increase prospect activity in the County. The speculative building will have 3,000 square feet of the building as office space with the remainder for manufacturing and distribution.

Middle Georgia Regional Development Authority
As part of the Georgia Marine Shrimp Outreach Program, funds are needed to construct a 2,770 SF greenhouse/nursery, a 2,400 SF laboratory/conference building at the existing Phase II outdoor ponds, as well as outfitting both buildings with the necessary equipment. This will allow the facilities to continue research and development of this innovative aquaculture crop.

Monroe County, Development Authority of

Montezuma, City of
To make improvements to the Dr. C. P. Savage, Sr. Airport involving: 1) Installation of self-service Fuel Facility, two 10,000 gallon fuel tanks; 2) Installation of Automated Weather Observing System; 3) Installation of Precision Approach Path Indicator III; 4) Airport Layout Plan Update; 5) Provide water and sewer service to the airport.

Pierce County Commission
To purchase an additional 448.9-acres of land bordering the Pierce County Industrial Park. This additional land would greatly enhance the Park's marketability and capacity to support larger industry.

Seminole County Development Authority and City of Donaldsonville
To assist with equipment for a peanut shelling facility that will be owned and operated by a 50-member group of growers. The facility and satellite facilities will create 70 new jobs.

Sparta-Hancock County Development Authority
To purchase machinery and equipment for the St. Gobain Desjonqueres facility, a glass-making facility in Hancock County.

To construct a new airport terminal building in conjunction with supplementary airport improvements. The new terminal facility is an integral component to support this regional marketing effort.

Stephens County Development Authority
For improvements to the Toccoa Falls College including: 1) Fabrication and erection of a 100,000 gallon water storage tank to replace one existing 30,000 gallon and one 50,000 gallon water storage tank; 2) Replacement of partial underground water distribution piping mains; 3) New underground water distribution piping mains; 4) Fire hydrants at strategic locations on the campus property for fire protection.

Swainsboro, City of
To construct a 5,700 SF terminal building at the Swainsboro-Emanuel County Airport to replace the existing terminal building being removed as a result of a newly constructed taxiway. The new terminal will include a waiting area, customer support area, management offices, pilot lounge flight planning room, restrooms/pilot locker rooms, instructor offices, conference room, economic development office and a catering kitchen. It will also house an avionics vault for runway and terminal electronics.

  • $500,000 is requested to construct a 5,700 SF terminal building at the Swainsboro-Emanuel County Airport to replace the existing building being removed as a result of a newly constructed taxiway.

Tattnall County Board of Commissioners
To construct a 6,515 SF building to house a Technology Center. The building will be designed specifically for the technology programs provided by Southeastern Technical College, allowing the 44 member Tattnall Technology Task Force to improve the technology infrastructure and technology education in Tattnall County.

Tift, Turner, Worth and Cook Joint Development Authority
To help finance machinery and equipment supporting a $13 million grower-owned peanut shelling facility in Tift County. The facility will employ 50, process 50,000 tons of peanuts per year and will have a regional economic impact of $71 million.

Trenton, Georgia Downtown Development Authority
To acquire and upgrade an 1890's Queen Anne historical house on Main Street to house the McBryar Town Center, which will consist of the Trentonga, Inc (Arts & Crafts), the Job Finder (temporary jobs placement), Trentelle Technology Center (teaching computer skills) and the Internet Cafe'.

  • $263,280 is requested to acquire and upgrade an 1890's Queen Anne historical house on Main Street to house the McBryar Town Center.

Treutlen County Development Authority
To assist in the financing of sewerage capacity enhancements to an existing sewerage system that, in its current state, is not providing adequate service to the Authority's industrial park and will not allow any additional tenants in the park in the future.

Turner County Development Authority
To restore the historical building that served as the Turner County Jail from 1906 - 1994 and convert it into a community performance theater. The theater will showcase local stories related to Crime and Punishment and Turner County's new museum, in order to attract extended stay visitors. This will spur job creation thru the opening of stores, restaurants, etc. in downtown Ashburn.

  • $216,000 is requested to restore the historical building that served as the Turner County Jail from 1906 - 1994 and convert it into a community performance theater.

Valley Partnership JDA
(Chattahoochee, Harris, Marion, Muscogee, Talbot, Taylor Counties, and the City of Manchester)
Funds to support the construction of an incubator facility in the Columbus Regional Technology Center creating 8 incubator sites and up to 720 jobs in the next ten years. To secure and develop a 103-acre county industrial park east of Warrenton to promote economic development. Infrastructure would involve a 4,100 LF water line extension to an existing pumping station. The wastewater extension would require a 3,700 LF pipe to an existing pump station.

Washington County, Development Authority of
The Sunbelt Goat Producers Cooperative will produce educational opportunities in goat herd management, production and marketing while providing producers statewide with an economically viable agricultural enterprise and establishing brand name recognition in many district goat meat markets. UGA study predicts 19 jobs created and $1.86 million in economic activity for Georgia.

Waycross, City of
To fund the construction of a 500,000-gallon elevated storage tank to assist the Stewart Distribution (incorporated as Stewart Candy Company) with plans for expansion and to assist the City in providing a more even distribution of flows and pressures. This will enable adequate fire protection and pressures for future location and expansion of industry and business.

Wilcox County Board of Commissioners
To provide infrastructure to the county owned industrial park located on 93-acres of land on the west side of the City of Rochelle along Highway 280. Plans include providing street and drainage improvements and installation/construction of the proposed railroad crossing. The park will be used as a marketing tool in targeting and attracting new industry to Wilcox County.
