EQUITY
Fund Applications - Round One - FY 2003
The OneGeorgia
Authority received 52 applications under the first round of Equity Fund
competition for FY03. The submissions deadline was September 30, 2002.
The 52 applications (the most received in any single competitive round
to date), request a total of $22,177,659 in funding for projects totaling
$106 million in public and private investments.
As the OneGeorgia
Authority begins its third year, we continue to be encouraged and excited
by the flexibility of the Equity program. Not only are we receiving high-quality
applications, but the proposed projects are among of the most innovative
and diverse that we have seen to date.
With a cap
of $500,000 per project, the Equity fund has $12 million available and
the Revolving Loan Fund has $4 million available for fiscal year 2003.
We anticipate competition to be keen for these monies and will work hard
to award those projects meeting the threshold requirements of the program
as well as the overall objectives of the OneGeorgia Authority.
A complete
listing of the 52 projects by applicant, amount of funds requested,
and a short description of each proposal is enclosed for your information.
These descriptions are taken directly from the application and are not
a determination of eligibility for funding under OneGeorgia guidelines.
Funding announcements
will be made on December 16, 2024 at the Authority's regularly scheduled
board meeting. The Authority, in a continuing effort to meet in rural
Georgia, will hold the meeting in Eastman at the Georgia Aviation and
Technical College from 10 until 12.

Regional
E-9-1-1 Fund
At the August
13th board meeting held in Moultrie, the OneGeorgia Authority board unanimously
approved regulations establishing the Regional E-9-1-1 Fund and a budget
of $3 million for FY 2003. Because of limited funding and the economies
that can be gained through creating a regional emergency dispatch system,
the program requires a multi-jurisdictional, regional approach. The program
is targeted to those 31 rural counties that are currently without any
emergency services. Please refer to the websites listed below for a listing
of those counties without these services. Award limits will be based on
the number of counties participating in a regional or multi-jurisdictional
project as follows:

An
applicants workshop was held on September 24th at the Dubose Porter Business
and Industry Training Center located on the campus of the Heart of Georgia
Technical College in Dublin. Well over 100 individuals representing city
and county governments, law enforcement and emergency management agencies
attended the workshop. The OneGeorgia Authority, Department of Community
Affairs, and Georgia Emergency Management Agency collaborated to sponsor
the workshop. The rural communities who attended the workshop sought to
partner with their neighbors in an effort to make these emergency services
available to their communities, as well as maximizing this one-time funding
opportunity.

beginning January 02, 2025 until funds are exhausted. Program regulations

Andersonville, City of
To purchase the Drummer Boy Museum so that it may remain in Georgia. The
museum, often the first stop many tourists make when visiting Andersonville,
anchors 10 other tourist-related businesses. Between 250-350 bus tours
stop each year. Keeping the museum would create one full-time position
and two part-time positions.

City of
To expand the wastewater treatment facility to support economic development
activities in Baxley and Appling County. The effect of the new wastewater
treatment plan will be an improved community environment. The proposed
project will support current business and industry locating in the area.
Also, it is likely to lead to indirect local and regional impact by attracting
other development and investment in the community through the recruitment
efforts of the Industrial Development Authority.

City of
To provide water and wastewater infrastructure to the regional industrial
park including the construction of a 500,000-gallon elevated water storage
tank, a 500-gallon deep well and approximately 21,500 feet of 10"
and 12" water mains and three pump stations, 8" gravity sewer,
8,500 LF of 6" source mains, 2,000 LF of 8" gravity sewer and
all necessary and associated appurtenances.

Bowdon Hospital
Authority
To renovate a closed hospital in Bowdon to provide adequate residential,
clinical, recreational and educational space to accommodate up to 80 children
for the KidsPeace Georgia Residential Program for Children. The program
will serve male and female youth ages 13-18 years, create 120 jobs and
generate an estimated annual payroll of $4 million.

To have UGA conduct a study to determine if Commodity Credit Corporation
(CCC) loan funds from the USDA could be made available to Georgia pecan
growers as a non-recourse loan for their pecans during years of high production
and low prices. Additionally, to obtain the services of a Washington,
DC legal firm to explore the legal ramifications of the CCC non-recourse
loans for pecans.

This is a 3 Phase project involving the Cedartown Civic Auditorium. Funds

result in the creation of at least 80 new high paying, highly technical,
full time permanent positions. Funds are requested to assist with this
expansion.

the heritage of the flight-training base.

addition, the building will include a "Welcome Area and Administrative
Office."

by the DDA.

with the various state economic development groups, including GDITT and
MEAG.

To develop a southern mansion and historic landmark located on US Hwy

Another player in this program will be Job Training Unlimited, the workforce
administrative entity for the Workforce Investment Act programs for the
region.

of 1,024 new jobs in the initial 256-acres and 4,392 in the total park.

company; however, there is no water, sewer and gas to this building.

For Phase I construction of the 2.1 mile paved McIntosh Trail along the

construction jobs and 13 temporary jobs supporting the nature-based tourism
activities in McIntosh County.

As part of the Georgia Marine Shrimp Outreach Program, funds are needed

both buildings with the necessary equipment. This will allow the facilities
to continue research and development of this innovative aquaculture crop.

water distribution piping mains; 4) Fire hydrants at strategic locations
on the campus property for fire protection.

To construct a 5,700 SF terminal building at the Swainsboro-Emanuel County
Airport to replace the existing terminal building being removed as a result

room, restrooms/pilot locker rooms, instructor offices, conference room,
economic development office and a catering kitchen. It will also house
an avionics vault for runway and terminal electronics.

Southeastern Technical College, allowing the 44 member Tattnall Technology

in Tattnall County.

To help finance machinery and equipment supporting a $13 million grower-owned

Technology Center (teaching computer skills) and the Internet Cafe'.

from 1906 - 1994 and convert it into a community performance theater.

opportunities, providing location space and assistance to companies seeking
to establish a market presence in the Valley Partnership Region.

19 jobs created and $1.86 million in economic activity for Georgia.

To fund the construction of a 500,000-gallon elevated storage tank to
assist the Stewart Distribution (incorporated as Stewart Candy Company)
with plans for expansion and to assist the City in providing a more even
distribution of flows and pressures. This will enable adequate fire protection
and pressures for future location and expansion of industry and business.

To provide infrastructure to the county owned industrial park located
on 93-acres of land on the west side of the City of Rochelle along Highway
280. Plans include providing street and drainage improvements and installation/construction

tool in targeting and attracting new industry to Wilcox County.
