Round Two FY 2003 Equity Fund Applicants

Abbeville, City of
Funds are requested to assist with land acquisition and infrastructure costs to assist in the development of the City's first Industrial Park. The 40-acre tract of property located on US Hwy 280 and GA Hwy 30 was identified by Georgia Tech through a site selection survey as an important component of the city's overall economic development strategies.

  • $500,000 is requested to assist with land acquisition and infrastructure costs to assist in the development of the City's first Industrial Park.

Albany-Doughtery Inner City Authority
Funds are requested to assist with site improvements in the development of the 120-room Hilton Garden Inn Hotel and adjoining 20,000 SF Conference Center along the Flint River in downtown Albany. The facility is identified as a key component of Albany's Downtown Riverfront Revitalization Master Plan. The hotel and conference center will create 50 new full time positions.

  • $500,000 is requested to assist with site improvements in the development of the 120-room Hilton Garden Inn Hotel and adjoining 20,000 SF Conference Center along the Flint River in downtown Albany.

Bainbridge, Development Authority of and Decatur County
Funds are requested to support the extension of rail service into the 700-acre Commodore Decatur Industrial Park, providing stability for an existing industry (Georgia Gulf Sulfur), as well as providing rail access into the undeveloped tracts of the Industrial Park. The Industrial Park, with water, sewer and natural gas utilities in place, is bordered to the north by four-laned US Hwy 84 and to the southeast by GA Hwy 253. The rail spur would enable Georgia Gulf to obtain raw materials via rail, retain 14 existing jobs and creating 3 new jobs while also enhancing the competitiveness of the park for future development.

Funds are requested to assist with the cost of a feasibility study to determine the economic impact of promoting and marketing Natural-Based Tourism within the 4 county area of Baker, Dougherty, Lee and Terrell. This Southwest Georgia region has lost thousands of textile and manufacturing jobs and understands the importance of diversifying the regions economic base while also capitalizing on its natural resources, heritage and history.

  • $21,000 is requested to assist with the cost of a feasibility study to determine the economic impact of promoting and marketing Natural-Based Tourism within the 4 county area of Baker, Dougherty, Lee and Terrell.

Baxley, City of
Resubmission: Funds are requested to assist with the expansion of the Wastewater Treatment Facility supporting infrastructure capacity needs for the Appling County Industrial Park West located in Baxley and the continued development of the Tri-County Industrial Park (Appling, Bacon and Jeff Davis Co's) located on US Hwy 341. Providing sewer capacity for future growth and the recent four-laning of Hwy 341 to the Brunswick port are important components of the overall economic development strategy of this tri-county area.

Brooks, Colquitt and Thomas Counties, JDA of
Funds are requested to assist with the purchase of machinery and equipment and the rehab of a 15,000 SF vegetable processing facility in the Genesis Food Park located in Thomasville. The plant will process vegetables supplied by cooperatives of minority farmers in Southwest Georgia who have no meaningful access to mainstream markets. The goal of the project is to create a sustainable system of production, processing, marketing and distribution of fresh produce grown by members of producer Co-ops in South Georgia.

Central Georgia JDA
(Bibb, Jones, Monroe and Twiggs)
A collaborative partnership including Macon State College, local governments and private businesses to support the development of technology infrastructure in the Middle Georgia area. Project includes the purchase, installation and deployment of video infrastructure and data collaboration tools to train users and promote workforce development. These are to be accomplished through a high performance Internet based video and data collaboration infrastructure as a catalyst for technology transfer, new business development and workforce education in the central Georgia region.

  • $500,000 is requested to support the development of technology infrastructure in the Middle Georgia area. Project includes the purchase, installation and deployment of video infrastructure and data collaboration tools to train users and promote workforce development.

Cook, Tift, Turner and Worth Counties, JDA of
Resubmission: Funding is requested to assist with Phase II of a multi-county tourism initiative, Southern Culture, Comfort and Cookin. Phase II will include expansion of the agri-tourism component and marketing activities in hopes of creating tour bus activities and tourism revenue for the region.

Douglas-Coffee County Industrial Authority
Resubmission: Loan funds are requested to assist with the construction of a 102,847 SF speculative industrial building on 20+ acres in the Perimeter West Industrial Park. The community has lost over 1,000 jobs due to plant closures and downsizing over the last several years. The speculative building is seen as an opportunity to enhance the competitiveness of the area.

Dublin, City of
Funds are requested to assist with technology infrastructure of the Dublin Municipal Area Network (DMAN). The proposed project will lease purchase two strands of fiber optic cable, providing connectivity from Atlanta to Laurens and Baldwin Counties. Leveraging the technology to a larger geographical area provides an opportunity for shared common resources and will serve as a major drawing card for attracting new industries to the region.

  • $500,000 is requested to assist with technology infrastructure of the Dublin Municipal Area Network (DMAN). The proposed project will lease purchase two strands of fiber optic cable, providing connectivity from Atlanta to Laurens and Baldwin Counties.

Early County, Development Authority of
Loan funds are requested to complete repairs and improvements to a 60,000 SF existing industrial speculative building located in the 187-acre Early County Industrial Park. The Development Authority proposes to lease the facility to an existing industry, Peanut Corporation of America, for a peanut butter/peanut processing and manufacturing facility, creating 45 new full-time jobs.

  • $233,952 loan funds are requested to complete repairs and improvements to a 60,000 SF existing industrial speculative building located in the 187-acre Early County Industrial Park.

Early County, Development Authority of
Loan funds are requested to assist with the construction of a building to be leased to Aircraft Specialty Corp. (ASC), an aircraft painting and maintenance facility located at the Early County Airport employing 14 full-time employees. The expansion plans include a manufacturing shop to manufacture limited parts for the Ayres Turbo Thrush. This expansion would create 8 new full-time jobs.

  • $277,591 loan funds are requested to assist with the construction of a building to be leased to Aircraft Specialty Corp. (ASC), an aircraft painting and maintenance facility located at the Early County Airport employing 14 full-time employees.

Fall Line Regional Development Authority
Resubmission: Funding is requested to assist with the cost of an Engineering Feasibility Study for the development of a Regional Industrial Park at the future intersection of Hwy 441 and the Fall Line Freeway. The proposed intersection would be located near the Wilkinson County line to the North and Baldwin County line to the South.

Folkston, City of
Resubmission: Funding is requested to assist with Phase I of the Okefenokee Education and Research Center to enhance tourism and eco-system educational opportunities provided by the Okefenokee Swamp. This facility will provide hands-on learning in an interactive display area to be known as "Discovery Hall."

Franklin, Hart and Stephen Counties, JDA of
Funds are requested to support the regional marketing initiatives proposed by the Lake Hartwell Regional Marketing Alliance. Plans include the completion of a market segmentation analysis and other efforts to promote the area as a first class national tourist destination.

Jeff Davis County Board of Commissioners
Resubmission: Funds are requested to assist with establishing a culinary arts training center in an historic antebellum house built around the early 1900's, known as the "Big House." The house, previously operated as a restaurant, was chosen due to its large kitchen. Funds would be used to renovate and adapt the building to develop a culinary school. The daily operations of the facility would be the responsibility of Second Harvest and Altamaha Technical College through a contract with Jeff Davis County.

Jesup, City of
Funds are requested to assist with the renovation and development of the old bus station located downtown as the Board Street Pavilion, a combination restaurant/coffee shop and Farmers Market. The City of Jesup is one of only five stops that Amtrak makes in Georgia daily and the train depot is located next door to the proposed new restaurant and market. The renovation of these buildings will support downtown revitalization efforts and serve as an opportunity to market and sell area farmers fresh produce. The project is expected to create 10 new jobs and the farmer's market estimates the creation of 30 part-time jobs.

Lincoln County Development Authority
Funds are requested to assist the community in the purchase of private properties needed to complete the necessary field and environmental assessments required to secure a new lease from the Corps of Engineers in order to move forward with the development of Stillwater Cove Conference and Golf Resort.

Lincoln County Development Authority
Funding is requested to assist in providing sewer access to the Authority's existing 100-acre Industrial Park. Lincoln County has lost over 400 jobs in the last several years and currently has an unemployment rate of nearly 10%. Infrastructure improvements to the park are seen as an opportunity to enhance the competitiveness of the area.

Macon-Bibb Industrial Authority
Funds are requested to assist with the purchase of equipment for lease to Goodwill Industries of Middle Georgia to support the 118,000 SF Goodwill Career Campus located on Eisenhower Parkway in Macon, Bibb County. This facility will provide workforce development and job opportunities for the region's citizens who are unemployed, underemployed and or of low to moderate income. Over the next four years, the project will create 125 new jobs internally and graduate approximately 450 qualified applicants for area businesses.

  • $500,000 is requested to assist with the purchase of equipment for lease to Goodwill Industries of Middle Georgia to support the 118,000 SF Goodwill Career Campus located on Eisenhower Parkway in Macon, Bibb County.

Monroe County, Development Authority of
Resubmission: Funds are requested to extend sewer and road improvements to GRESCO, a new Industry, and into the 271-acre tract to serve the new Rumble Road Industrial Park. Improvements include site clearing, grading and grubbing to prepare the industrial tracts as prospect and market ready. GRESCO will initially create 40 jobs.

Mt. Vernon, City of
Funds are requested to assist with infrastructure including water, sewer, roadway and site improvements to the 100-acre Mount Vernon Industrial Park The improvements will enhance the image and overall competitiveness of the park. In addition, the Authority and the City have been working with a potential prospect to construct a block plant in the park creating 15-18 jobs.

Ocilla-Irwin County Industrial Development Authority
Loan funds are requested to purchase two speculative buildings (20,0000 SF and 10,000 SF) and 15-acres in the Ocilla-Irwin North Industrial Park. Possession of the land and buildings by the IDA will greatly enhance marketing efforts with potential industrial prospects.

Seminole County, Development Authority of, and Donaldsonville (Seminole, Baker, Miller, Early and Decatur)
Resubmission: Loan funds are requested to assist in the purchase of equipment to support a Peanut Shelling Facility being developed by a 65-member group of growers, American Peanut Farmers, in five Southwest Georgia counties. The growers, producing 50,300 tons of peanuts annually, anticipate the project will create 70 new jobs and provide an annual payroll of $1.6 million to the region.

Stephens County Development Authority
Resubmission: Funds are requested to construct a new 5,948 SF airport terminal building in accordance with supplemental airport improvements. This construction plus other planned improvements would move the airport from a Level I class to a solid Level II class creating 5 new jobs.

Sumner, City of
Funds are requested to assist with the construction of a new 100,000-gallon elevated water storage tank to provide fire protection to new and existing businesses. The city has three written commitments (New Holland Tire Company, S&S Marketing and Action Auction Service) to create approximately 23 jobs contingent of the provision of water service.

Thomasville, City of
Funding is requested to assist in the construction of a 3,600 SF Airport Terminal Building, replacing the former residential structure serving as a terminal at the Thomasville Municipal Airport, a Level III regional aviation facility. Thomasville is the corporate headquarters of Flowers Industries and enjoys considerable traffic due to corporate activity as well as visitors to large plantations in Thomas County. The airport recorded over 32,000 aviation operations at the airport in 2002. The airport and terminal building are seen as gateways to the community and region.

Tifton, City of
Funds are requested to assist with water and sewer improvements to serve a new $10 million Conference Center expansion of the University of Georgia Rural Development Center and an office-business park located on an adjacent 40-acre site west of I-75 and US Hwy 41.

The plant will produce automotive parts, such as brake drums and rotors, to sell to suppliers and distributors. The plant expects to employ 95 in 12 months and approximately 225 employees within four years.

Wilcox County, primarily an agricultural community, seeks to diversify its economy through the development of the industrial park.
