Three FY 2003 Equity Fund Applicants
Abbeville,
City of
Resubmission: Funds are requested to assist with land acquisition and
infrastructure costs to assist in the development of the City's first
Industrial Park. The 40-acre tract of property located on US Hwy 280 and
GA Hwy 30 was identified by Georgia Tech through a site selection survey
as an important component of the city's overall economic development strategies.
· $500,000 is requested to assist with land acquisition and infrastructure
costs to assist in the development of the City's first Industrial Park.
· $585,386 Total Project Cost.
Ben
Hill-Irwin Area Joint Development Authority
Funds are requested to construct a fiber-optic network in and around the
communities of Fitzgerald, Ben Hill County and Ocilla, Irwin County. This
Regional Connectivity Project calls for the completion of a regional Synchronous
Optical Network (SONET) ring that will link several south Georgia communities
into a continuous telecommunications infrastructure constructed by Georgia
Public Web (GPW). The connectivity will allow these communities to guarantee
service should any one portion of the ring be disconnected.
· $340,000 is requested to purchase SONET Electronics and Fiber
Optic Connections when combined with the existing GPW network enable a
self-healing network in a South Georgia multi-city ring configuration.
· $500,000 Total Project Cost.
Blackshear,
City of
Funds are requested to provide gap financing for public infrastructure,
specifically water and sewer, to the original 150-acre Industrial Park
under development by the City of Blackshear, Pierce County, Pierce County
I.D.A., and Okenfenokee Area D.A. (OADA). The park, located between Waycross
and Blackshear on US Highway #84, is occupied by eight industries. The
eight industries occupy 74.8 acres of the park with a total of 117 existing
full-time employees at the Park. Two of the industries use highly combustible
materials. Currently, all industries depend on private wells and septic
tanks for water and sewer.
· $500,000 is requested to assist with water and wastewater extension
from the City of Blackshear System to the Pierce County Industrial Park.
· $1,729,223 Total Project Cost.
Bowersville,
Town of
Funds are requested to provide a safe potable water backup system for
the Town of Bowersville (Hart County). This project is a cooperative effort
between Hart County and Franklin County to extend Bowersville’s
water system interconnect to Lavonia’s water system. The system
would support industries along GA Hwy 17 while also utilizing the proximity
of I-85 to spur economic development. In addition, an existing industry
in Lavonia projects to create 30-40 new jobs through an expansion should
water infrastructure be available.
· $210,335 is requested to assist with the installation of a water
interconnect extension between Bowersville and Lavonia.
· $268,323 Total Project Cost.
Candler County Board of Commissioners
Resubmission: Funds are requested to construct a 6,000 square foot building
to be used as an Agricultural Farm Center in Candler County where farming
is a large part of the economy. The current facility, which houses the
Cooperative Extension Service, Farm Service Agency, and Soil Conservation
Office, has become dilapidated and unsafe.
· $500,000 is requested to assist with site preparation, design
and construction of a county owned building for agricultural agencies.

Central
Georgia Joint Development Authority
Funds are requested to assist in the establishment of a health care loan
fund for rural and underserved Georgia. The Dept. of Community Health/Office
of Rural Health Services and Mercer University School of Medicine have
partnered with the Development Corporation of Middle GA (DCMG) to create
and administer a loan fund and submit an application to the Robert Wood
Johnson Foundation (RWJ) for $500,000 in seed capital. OneGeorgia funds
will match funds for the RWJ seed capital. The goal is to sustain and
increase access to healthcare and improve quality of healthcare in underserved
and rural Georgia, which will help improve economic conditions.
· $500,000 is requested to provide matching seed capital for the
establishment of a loan fund that will make capital available to healthcare
providers that locate or expand their practice in medically underserved
areas in the State.
· $3,500,000 Total Project Cost.
Cochran,
City of
Resubmission: Funds are requested to be used to extend water services,
including a new 8" water main, to the new Bleckley County High School.
This project will also provide water capacity to promote future economic
development along the Cochran Bypass.
· $125,372 is requested to fund the provision of a new 8”
water main which will enable the City to create a loop in its current
water system.

Cordele-Crisp
County Industrial Development Authority
Loan funds are requested to construct a 100,000 square foot industrial
speculative building on a 30-acre site in the Cedar Creek Corporate Park
in order to attract new industrial prospects. This project is the result
of the county's original industrial park reaching maximum capacity.
· $500,000 loan funds are requested to assist with the construction
of a 100,000 square foot speculate building.
· $1,930,539 Total Project Cost.
Davisboro,
City of
Funds are requested to develop the city's first industrial park on a 95-acre
site within the city limits. The project consists of acquiring land and
constructing infrastructure into the site (water, sewer, site work). The
site is ideally located along a rail spur and within three miles of the
Fall Line Freeway.
· $476,000 is requested to assist the City with land acquisition,
site preparation, water and sewer work and design work to develop a site
to promote economic development.
· $595,000 Total Project Cost.
Dawson, City of, Downtown Development Authority, Better Hometown
Task Force Resubmission: Funds are requested to renovate a historical
building located downtown that formerly served as a department store.
This building has been vacant and in decay for years. Once the building
is restored it will house a community theater (unique to the area), dinner
theater, and a cultural center. The goal is to promote and increase tourism
through these productions, increase job opportunities, and provide citizens
with cultural benefits.
· $400,000 is requested to assist with the renovations of the building
and to purchase stage lighting and sound.
· $494,593 Total Project Cost.
Greene
County
Funds are requested to construct an airport terminal at the Greene County
Airport to promote tourism/economic development within the county and
surrounding region. Currently, the airport is served by an inadequately
sized operations facility comprised of 660 square feet. The proposed terminal
building will be 5,500 square feet and will include a lobby/welcome center
that will accommodate up to 60 people. In addition, the proposal includes
modern meeting facilities.
· $500,000 is requested to assist in the construction of a terminal
building at the Greene County Regional Airport which is considered a vital
asset to the community and region in that it serves as on important “gateway”
to economic growth within the area.
· $828,900 Total Project Cost.
Hawkinsville,
City of
Funds are requested for the design and construction of a new 14,494 square
foot Workforce Development Center containing multi-purpose classrooms,
lab areas for technical training and other necessary space for the citizens
of Hawkinsville, Pulaski County, and surrounding areas. The center will
allow Middle GA Technical College to expand vocational training offerings,
including certificate programs previously unavailable, giving local citizens
skill sets currently in demand by local industries. The project will serve
a minimum of 277 persons and several local industries initially.
· $500,000 is requested to assist with the design and construction
of a Workforce Development Center for the citizens of Hawkinsville, Pulaski
County and surrounding areas.
· $1,640,000 Total Project Cost.
Helena,
City of
Funds are requested to construct needed utilities to a new 42-acre industrial
site that is owned by the Development Authority of Telfair County. This
new site’s rail line will allow access for potential industries
to transport goods and materials. The City also wishes to construct a
new six-inch waterline to the Telfair Instructional Center (Heart of Georgia
Technical College) which is located directly across the highway from the
industrial site.
· $500,000 is requested to assist with the construction of waterlines,
sewer system improvements, entranceways to the park and clearing and grading
of the new Industrial Park for the City of Helena and Telfair County.
· $761,215 Total Project Cost.
Jeffersonville
and Twiggs County Development Authority
Resubmission: Funds are requested to purchase 114.54 acres of property
located adjacent to I-16 and GA 96 for use as an industrial park. The
property’s proximity to major transportation routes makes it very
desirable as an industrial site.
· $313,168 is requested to assist with the purchase of land in
Twiggs County that will be developed and marketed as an industrial park.
· $340,168 Total Project Cost.
Jesup,
City of
Resubmission: Funds are requested to assist with the renovation and development
of the old bus station located downtown as the Board Street Pavilion,
a combination restaurant/coffee shop and Farmers Market. The City of Jesup
is one of only five stops that Amtrak makes in Georgia daily and the train
depot is located next door to the proposed new restaurant and market.
The renovation of these buildings will support downtown revitalization
efforts and serve as an opportunity to market and sell area farmers fresh
produce. The project is expected to create 10 new jobs and the farmer's
market estimates the creation of 30 part-time jobs.
· $350,000 is requested to assist with the renovation and development
of the old bus station located downtown as the Board Street Pavilion,
a combination restaurant/coffee shop and Farmers Market.
· $445,000 Total Project Cost.
Macon
County Development Authority
Funds are requested to construct a 60,000 square foot facility to house
Rockwood Composites, Inc., a start-up manufacturer of composite wood products
and composite trim boards. The facility will be constructed in Macon County's
Montezuma Industrial Park on a 20-acre site owned by the Development Authority.
The company expects to employ 50 people within two years of operation.
Macon County's incentive package includes Equity and EIP funds, as well
as tax incentives and bonds.
· $500,000 is requested to assist with the design and construction
of a manufacturing facility for Rockwood Composites, Inc.
· $3,620,000 Total Project Cost.
Macon,
City of
Funds are requested to assist Gateway Macon LLC with development of a
state-of-the-art, 110,000 square foot office building which will anchor
Mulberry Street and historic downtown Macon. This facility will be known
as Gateway Plaza. The $12 million, six-story development will represent
the first Class A office building in downtown since 1981 and will offer
space for over 300 employees. Forty-four new positions have been committed
and another 180 new jobs are under discussion.
· $260,000 is requested specifically to be used for the installation
of an elevator in the parking garage and the construction of two pedestrian
bridges connecting the garage to the new office building, which will allow
for ADA-compliance and convenient access.

Macon-Bibb
Industrial Authority
Funds are requested to assist with the purchase of equipment for lease
to Goodwill Industries of Middle Georgia to support the 118,000 SF Goodwill
Career Campus located on Eisenhower Parkway in Macon, Bibb County. This
facility will provide workforce development and job opportunities for
the region's citizens who are unemployed, underemployed and or of low
to moderate income. Over the next four years, the project will create
125 new jobs internally and graduate approximately 450 qualified applicants
for area businesses.
· $500,000 is requested to assist with the purchase of equipment
for lease to Goodwill Industries of Middle Georgia to support the 118,000
SF Goodwill Career Campus located on Eisenhower Parkway in Macon, Bibb
County.
· $5,255,000 Total Project Cost.
Middle
Georgia Regional Development Authority
Funds are requested to assist with the cost of gathering data and preparing
the necessary reports to defend Robins Air Force Base and the Middle Georgia
Region against the upcoming Base Realignment and Closure (BRAC) Process
in 2005. A $45,000 match has already been committed by the 21st Century
Partnership, a community non-profit organization. Robins Air Force Base
is the largest industrial complex in Georgia. In 2002, total direct employment
associated with the Base was 23,352.
· $187,000 is requested to assist with the gathering of data and
preparation of 18 reports to demonstrate to the BRAC Commission the benefits
the community provides in direct support of the Bas and its missions,
and to identify and deficiencies that may need to be corrected before
the BRAC evaluation officially begins.
· $232,000 Total Project Cost.
Mt.
Vernon, City of
Resubmission: Grant funds are requested to assist with infrastructure
improvements to the City-owned property that is to be developed into the
City's first industrial park. The improvements will consist of constructing
water lines, sewer lines, paving the road that fronts the property, and
constructing a stormwater drainage system. The Industrial Park is located
in the northern part of the City, borders a state owned railroad, and
consists of approximately 100 acres.
· $500,000 is requested to assist with infrastructure including
water, sewer, roadway and site improvements to the 100-acre Mount Vernon
Industrial Park
· $657,054 Total Project Cost.
Pembroke,
City of
Funds are requested for the restoration of the historic TOS Theater in
downtown Pembroke as a stage/theater. The theater, originally constructed
in 1938, is located on Hwy 280, the main route through town and is in
the final stages of being accepted to the National Register of Historic
Places. The goal is to provide an attraction to draw customers to the
downtown area on nights and weekends and to provide a cultural resource
presently lacking in Bryan County.
· $500,000 is requested to assist with building acquisition, sewer,
drainage improvements, public utilities, and construction/rehabilitation
of the facility.
· $658,000 Total Project Cost.
Pulaski-Hawkinsville
Development Authority
Funds are requested to purchase equipment in support of Hardy Farms' expansion
into a new 21,000 square foot facility. Hardy Farms is an agri-business
industry within middle Georgia that distributes peanut products throughout
the southeast. The purchase of this equipment will allow Hardy Farms to
expand its capabilities and remain competitive in the peanut industry.
· $400,000 loan funds are requested to assist in the purchase of
refrigeration equipment to support Hardy Farms with their processing facility.
· $746,140 Total Project Cost.
Sandersville,
City of and Washington County Board of Commissioners
Funds are requested to construct a 100,000 square foot speculative commercial/industrial
facility in the Sandersville/Washington County Research and Industrial
Park. This facility will aid in the recruitment of business and industry
and spur economic development in the area. In addition, the recent completion
of the Fall Line Freeway will allow for easy access into the Park.
· $500,000 loan is requested to assist with the architectural design
and construction of a 100,000 square foot speculative building.
· $1,450,000 Total Project Cost.
Thomaston-Upson
County Industrial Development Authority
Funds are requested to purchase and renovate the former Thomaston Mills
Corporate Office Building in order to provide a centralized community
services center for job training, workforce development, adult literacy
and post-secondary education, youth apprenticeship programs, and business
incubation. Cooperating entities include the Thomaston-Upson County Development
Authority, FYCA (Families, Youth, and Children's Alliance) and Flint River
Technical College. Equity funds will cover the acquisition of the building
and parking areas and renovations on the first floor.
· $500,000 is requested for the purchase and renovation of the
former Thomaston Mills Corporate Office and parking area.

Tifton,
City of
Funds are requested to extend the City's telecommunications service, called
CityNet, to serve the new Union Road Industrial Park, the Tift area campus
of Moultrie Technical College, and newly expanding industry along the
route. Equity funds will be used to purchase and/or lease equipment. The
extension will cover 6.4 miles and tie in from a head-end node on CityNet's
existing network.
· $163,648 loan funds are requested to extend the City of Tifton’s
broadband telecommunications network, called CityNet.

Waycross,
Downtown Development Authority
Resubmission: Funds are requested for the Phoenix Hotel renovation project
in downtown Waycross. The top two floors of the 55,053 square foot building
will be designed to meet corporate headquarters needs of an existing local
company. The first floor will provide much-needed storefront space for
both office and retail needs in community. Equity funds will be used for

and community portion of the facility in support of the community’s
ongoing downtown revitalization efforts.

West
Point, City of
Funds are requested to assist with the 60-acre expansion of the West Point
Technology Park located just off I-85 at Exit 1. The West Point Development
Authority has signed an option to purchase the 60-acre site. Additional
developed industrial land is needed in West Point to stimulate economic
development in the area. There are only three parcels remaining in the
Park of less than 11 acres each.
· $500,000 is requested to assist with water, sewer, and roadway
improvements to the site.
