The City of Albany is
applying on behalf of the Southwest Georgia Center for Women at
Darton College. The Center proposes to create a 2 year project that
will assess the employability skills of 100 women from each of the
11 Tier 1 counties in Region 10. Up to 50 women from each of the 11
counties will receive instruction in Reading for Information and
Applied Mathematics, work ethics, work behavior and dress, as well
as mentoring and informal counseling. Childcare and transportation
will also be provided. Total project costs are estimated at $907,500
over a 2 year period, including $5,000 in local funds, $264,100 in
other state funding, $138,400 in private contributions and $500,000
in Equity funds. Up to 550 women will receive services intended to
enhance their employability.

adequate fire protection and capacity for future growth.

Hill-Irwin Area Joint Development Authority, as lead applicant,
along with the Fitzgerald and Ben Hill County Development Authority
and the Ocilla and Irwin County Development Authority, has applied
for assistance in the development of the South Georgia Regional
Technology Park, adjacent to East Central Technical College. The
project involves development of the park in a manner suitable for
locating high-tech businesses, relying on the Technical College to
train potential employees. Total project cost is estimated at
$6,034,040. It includes land acquisition cost of $894,600 ($500,000
in RAP funding, $342,600 in Equity funding and the balance in the
value of donated land); $955,880 in water and sewer loans from GEFA;
$33,880 in public utility improvements from Irwin EMC and $527,355
in telecommunication infrastructure ($402,355 in public improvements
and $125,000 in improvements by a private company locating in the
park). Equity funds of $117,200 for engineering design and
inspection and $35,000 in administrative and legal expenses will
also be required. A private company has agreed to locate in the Park
and will invest $3,500,000 in construction of a 25,000 SF building
and is expected initially to create 50 jobs.

economic development in Cochran and Bleckley County.

and Glynn County Development Authority is requesting assistance for
the construction of a roadway and bridge to provide access to a
wildlife adventure park to be constructed by the Fowler Center for
Wildlife Education. The cost for the bridge and road project is
$750,000 of which $250,000 will be provided by the private sector.
The total private investment for the proposed Adventure Park is
estimated to be $84,000,000 over ten years. The Authority estimates
that 500 direct jobs will be created within the park itself and an
additional 500 jobs will be created at commercial facilities that
will be built to support the visitors of the park.

| Bulloch County
proposes to develop an agribusiness center which would eventually
include a business office complex, a convention facility, and an
arena. There are plans to house the UGA Extension Service, USDA Farm
Service and Farmers Home Administration in the office complex. The
convention facility will accommodate 1,000 people for conferences
and special events. The covered arena will be 60,000 square feet and
will hold 4,000 people for agriculture exhibits, livestock shows,
concerts, theme festivals, auctions, car shows, equestrian events,
and heavy equipment shows. Total project cost for all three phases
is estimated at $9,000,000, with $500,000 proposed from OneGeorgia
funds used for site development, and $1.5 million from local SPLOST
funds. The center is planned to serve the agriculture and
agribusiness community in Bulloch County and the surrounding areas.

County needs to improve a railroad crossing to accommodate "lowboy"
flatbed trucks. The total cost is $55,000, all in Equity funds. This
project would result in the location of a product distribution
center, creating 50 new jobs.

| The CSRA is
applying on behalf of 10 counties (Richmond, McDuffie, Warren,
Elbert, Morgan, Columbia, Wilkes, Oglethorpe, Greene and Clarke) to
fund a professional feasibility study of a technology corridor
linking Athens (with UGA) and Augusta (with the Medical College of
GA). The study will look at technology-related opportunities in the
10 counties, such as biology and telecommunications, including both
exisiting activities/infrastructure and additional resources/
infrastructure that might be needed. The study is expected to cost
$250,000 with OneGeorgia as the sole source of funds. The goal is to
enhance economic development in technology-related fields in the
10-county region. RACs 5 and 7 support this project.

Regional Development Center is applying for assistance with a
proposed mega (regional) industrial site to be located in Camak
(Warren County). Specifically, the RDC seeks to fund a water and
sewer engineering design study to bring water and sewer capacity to
the proposed park. The total cost of the study is projected to be
$292,000, of which $250,000 would be Equity funds. The $42,000
balance would be provided by the six local governments participating
in this project. Hancock, Lincoln, Taliaferro, Warren, and Wilkes
counties each contributing $6,000 to the project. McDuffie County is
contributing $12,000. Necessary infrastructure planning for
development of a regional mega industrial park in east Georgia will
be accomplished, bringing the project closer to implementation.

applying for assistance in financing Phase II of a new 14,516 sqaure
foot regional workforce center. Phase II entails the addition of
classrooms and storage space that were eliminated from the Phase I
construction because of cost constraints. The facility is scheduled
to begin classes in January '02 and will include computer labs,
industrial services, training areas, counseling facilities, GED
programs and other adult education programs, including DFACS' Work
First Program. Total cost for Phase II is $560,000, with $60,000
from Valdosta Tech for computers and furnishings. Total cost of
Phase I was $1,659,311. Up to 1,293 students are expected to be
served by January '04.

Authority of Burke County is applying for assistance in converting
two buildings on the Boggs Rural Life Center campus to allow Rural
Development Enterprises LLC (RDE), a joint venture of the Boggs
Rural Life Center, Inc. (a 501(c)3) and a for-profit company, to be
used as an incubator to launch several new commercial ventures. The
total cost of the project is $3,019,003. $499,003 in Equity funds
would pay for installation of the technology infrastructure;
parking, drive-way and drainage improvements; and project management
expenses, while the remaining Equity funds would be added to
$250,000 in funds from an unspecified federal source and $ 375,000
in private RDE funds to cover the cost of building improvements.
$200,000 in joint venture planning and development and $800,000 in
venture start-up costs would be provided by RDE as well as $25,000
to supplement $70,000 from an unspecified federal source for "power
leveling and battery backup". The initial 3 programs RDE will
establish will include technology training services, the provision
of back office services to businesses, and a property management and
development program to develop and manage under-utilized portions of
the Boggs Center's property, creating an estimated 68 jobs during
the first year.

$2,593,022 in local funds, $2,700,000 in private funds and $870,000
in other State funds. By enhancing the marketability of park, it is
a potential location of an industry.

undeveloped land for the development of an industrial park. Total
project cost is $465,200, of which $334,200 from Equity funds would
be for land acquisition. Johnson County would provide $116,000 in
in-kind services, to include construction of an entry driveway and
roads through the park, rotary mowing and performing the
environmental review. Design of the site (i.e. dividing the land
into tracts and roads) is estimated at $15,000 and would be provided
by Georgia Tech. This project would result in an industrial park
that could be marketed by the DA to attract industrial development
to the County, using future grants and loans to install needed
infrastructure.

services of a temporary employee of the Central Georgia Five Star
Nursery Growers Cooperative for a 17-month period. That person will
function as a consultant, providing technical assistance to
transition farmers in Johnson, Laurens, Washington, Wilkinson and
Treutlen Counties into nursery crop production. The total project
cost is $113,177, with Equity funds providing $109,500, the
Cooperative providing $1,177 in cash and the DA of Johnson County
providing office space at an estimated value of $ 2,550. Three
nurseries would participate in the first year, employing 5 persons.
It is anticipated that 10 nurseries would be in operation during the
second year, employing a total of 17 persons.

Authority of Richmond County is applying for assistance on behalf of
a private, for-profit corporation located in Augusta. This company
is a new e-commerce venture that will offer Internet-based
procurement and payment solutions between public school districts
and educational suppliers. Total project investment is projected to
be $35 million over the next 5 years. To date, the company has
invested $1.25 million and plans to invest an additional $3 million
in 2001. The request for Equity funds is $500,000, which will be
used primarily for hardware, software, and telecommunications
equipment. At present, the company employs 12 full-time staff and
expects to add 18 employees over the next year and 570 employees
within 5 years.

collaborative partnership to expand the scope of an existing
statewide youth leadership program. Selected high school students
from the eight counties in Region 11 will participate in
conferences, retreats, and school projects that will address
regional workforce opportunities and issues. Total project cost is
$521,640 with private funds of $170,800, local funds of $68,840,
other State funds of $6,000 and Equity funds of $276,000. The
Regional Youth Leadership Initiative is a three-year program that
will help develop skilled business and professional leaders who are
committed to rural Georgia.

Dudley is requesting funding to continue renovating its existing
water treatment plant. Renovations include adding a second deep
water well, replacing the three existing sand filters, installing a
fluoride system and corrosion control. Earlier improvements were
made in 1998 with a $596,009 GEFA loan. The current improvements are
needed to serve a new elementary school, which increased usage 50%,
plus potential future development. Total project cost is $384,000.

Eastman is requesting assistance to upgrade one of the City's two
wastewater treatment plants. The James Avenue Wastewater Treatment
Plant is over 25 years old and needs various improvements, including
aeration tanks, an aerobic digester, a pump station, drying beds,
etc. Total cost is of engineering and construction and is estimated
at $3,549,580. $500,000 is requested in Equity funding, with the
balance to be secured from other unspecified sources. As a result,
the City will be able to seek the location of additional industry in
its industrial park.

Fort Valley, in partnership with Peach County, proposes to work with
the Fort Valley Utility Commission (as owner and operator) and the
Peach County Development Authority to provide infrastructure to the
site of an existing manufacturer and other vacant sites in Phase III
of the South Peach Industrial Park. The needed infrastructure is:
rail (two turnouts and a switch for the existing manufacturer and
additional rail to extend through park and back to main track);
water; sewer (including a pump station, manholes, pipes and force
main); paving and storm drainage; and natural gas. Total project
cost for this infrastructure is estimated at $2,130,000, with
$500,000 proposed from OneGeorgia funding, an anticipated $948,500
from EDA, $434,500 from EIP grant, and approximately $197,000 of
local funds. This is expected to enhance the economic development of
Peach County and surrounding areas.

speculative building would be built on the 20 acres to be marketed
to prospective industries. The total cost is budgeted at $3,000,000.
The proposed sources of funding are $1,000,000 in unspecified state
funding, $625,000 in unspecified federal funding and $1,000,000 in
Equity funds. $300,000 is the estimated value of the 20 acres.
$75,000 is the estimated value of engineering services donated by an
engineering firm.

| The Cities of
Hawkinsville, Cochran, Perry and Warner Robbins are jointly applying
for assistance with an expansion of their Jointly Owned Natural Gas
Transmission Line. Specifically, the proposal is to upgrade the
present system to a "looped" double-feed line along GA.HWY 112. The
total cost of the improvements is $3,060,000. $500,000 in Equity
funds would be used for construction. The balance needed for
construction ($1,875,000), contingencies ($285,000) and Southern
Natural's Tap Fee ($400,000) totals $2,560,000 and would be provided
by the four city members from various sources, including borrowing
to be repaid from monthly base charges collected as part of utility
revenues. This will result in improved gas pressure for customers
located towards the end of the present system as well as provide
access to natural gas to a previously unserved portion of middle
Georgia, helping to retain and attract new jobs to the region.

Hawkinsville Downtown Development Authority proposes to acquire the
vacant and dilapidated R. J. Taylor Memorial Hospital. Once
acquired, the exterior of the building would be stabilized and part
of it rehabilitated to accommodate the needs of the U.S. Post
Office. The remaining space would be rehabilitated over time for
other potential occupants. Total project cost is $1,327,404,
$1,164,904 of which would be for rehabilitation costs and $162,500
for acquisition of the property by the DA. The $500,000 in Equity
funds would be used as part of rehabilitation costs. The remaining
$664,904 in rehabilitation expenses would be provided from
unspecified sources ($174,904 in local funds, $240,000 in state
funds and $250,000 in federal funds). This project would result in
the elimination of a blighting influence on downtown while
rehabilitating a historic structure, maintaining the U.S. Post
Office downtown and making space available for possible re-use by
future commercial and residential tenants.

multipurpose facility would promote agricultural and environmental
education and subsequently would provide a needed positive economic
impact to the community.

Highway 1 Industrial Park by extending water and sewer lines to the
Park, constructing a 250,000-gallon elevated water tower and

limits and the City will supply water and sewer services to the
Park. Total project cost is $1,858,469.00. Other possible funding
includes $700,000 from HUD, $143,238 in local match, and a possible
$2.1 million USDA loan. The goal of the Park is to promote economic
development growth with a diverse industrial market.

is applying for assistance to fund a feasibility study of developing
a value-added shrimp processing facility and national marketing
program in order to expand the shrimp industry in Georgia. The
feasibility study, which will be performed by the University of
Georgia Terry College of Business, represents Phase 1 of the
project. If the Phase 1 feasibility study is positive, then a
five-year business plan implementation will be proposed and
financing pursued. Total project cost is $100,000 with a $50,000
local match of in-kind contributions and a request of $50,000 in
Equity funds to compensate the University of Georgia for its
consultation and analysis. The results of the feasibility study will
be used to modify if necessary the Phase 2 implementation. A
successful Phase 2 implementation is projected to add 100 jobs in
McIntosh County over five years.

for a business incubator, which will be operated in partnership with
Sams Memorial Community Economic Development, Inc. (SMCED), a local
non-profit corporation. SMCED will be providing computer training
and other developmental process training to the incubator
businesses. Total project cost is $552,500 with local and private
funding of $105,000, USDA assistance of $82,500 and proposed Equity
funds of $365,000. The goal of this project is to increase the local
tax base by supporting the creation of successful businesses. In
addition, about 30 part-time and 10 full-time jobs are projected to
be created at the multiplex center.

County Hospital Authority is applying for assistance to equip a
clinical site. Improvements to the hospital costing over $6,700,000
have recently been completed and additional medical personnel have
been added through a 3 year grant from the Federal Health Resources
Services Administration. The purchase of certain equipment would
allow the hospital to enter into clinical site agreements with
educational institutions that train healthcare workers. The total
equipment cost of $850,500 would be paid with $500,000 in Equity
funds, with the $350,000 balance in private funds from an
unspecified source. 34 students could be trained on site at any one
time. Over time, this capacity would help increase the number of new
healthcare graduates practicing in the region, improve the
availability of healthcare in the area and help capture more
inpatient dollar flows from county residents.

has hired 10 employees from the area and plans to hire twenty-five
additional employees within the first year of operation. The
company's expansion will boost the economy following years of
economic depression.

Area Development Authority, on behalf of Pierce County and Ware
County, is applying for assistance to make roadway and drainage
improvements within the Waycross-Ware County Industrial Park. This
roadway infrastructure will help develop the 500-acre industrial
park. Total project cost is estimated at $1,644,563 per an
independent engineering report. Proposed funding sources include the
Georgia DOT for $986,113, Ware County for $158,450 and Equity funds
of $500,000. The roadway and drainage improvements will fulfill a
commitment to a large, chicken processing facility in their decision
to locate in the Waycross-Ware County Industrial Park. Approximately
1,200 jobs will be created at the processing facility.

Reidsville plans to construct a new sewer pump station along John O.
Parker Road, abandon the existing Memorial Drive sewer pump station,
and construct gravity sewer to the area between Memorial Drive and
John O. Parker Road. This would serve the southern part of the city,
which contains the hospital, a nursing home, a low-income housing
complex, a funeral home and other businesses, including doctors'
offices. The improvements in the system are needed to serve existing
residents as well as tracts that are available for commercial
development. Total project cost is $445,413, all from OneGeorgia
funding.

Soperton proposes to use Equity funds for citywide sewer
improvements. Specifically, the City wants to repair the water
pollution control facility. The City is under an Environmental
Protection Division consent order to correct deficiencies in
wastewater treatment facilities and system. Of the $5,878,000 it
costs to complete this project, the City is requesting $500,000 in
Equity funds. The City will take out a GEFA loan for $378,000 and a
$5,000,000 USDA loan for the balance of the project's cost.
Completion of this project will benefit existing customers of the
City's sewer system and add new customers.

would support training for entrepreneurs. Total project cost is
projected at $412,173, with the balance of funding of $12,600 from
local resources. Expected benefits are the creation of homegrown
companies, promoting small business expansions, encouraging capital
formation programs, and providing entrepreneurs with technical
assistance.

alternative agricultural methods. Total project cost is $499,854,
which would cover 18 months of operation, with OneGeorgia as the

connecting existing natural gas lines from the U.S. 301 terminus and
extending them to the intersection with GA HWY 46, then west along

project cost is estimated to be $1,590,000, of which $700,000 has
been committed from the City of Statesboro's Natural Gas Capital
Reserve Account, $300,000 will be borrowed from local banks and
$500,000 in Equity funds. Results include improved competitiveness
in industrial recruiting for Metter and Candler County; potential
industrial/commercial development in Statesboro/Bulloch County along
US 301 S all the way to I-16; new access to residential customers in
Metter and expanded residential access to Statesboro; regional
cooperation, including revenue sharing agreement.

of $200,000 and Equity funds of $298,000. The company has committed
to creating 72 jobs as a result of the successful completion this
project.

manufacturing company and future companies locating in a new 1,000
acre "mega site". The infrastructure project has been divided into
two phases with Phase 1 already completed. Total project cost for
the infrastructure is $656,957 including $197,832 in EIP funds that
have already been awarded by the Georgia DCA. Other sources of
financing include the Georgia DOT of $171,624, local contribution of
$103,893 and private donations of $18,722 and Equity funds of
$164,886. The private company has already invested $4.5 million in
its plant and equipment and has committed to hire 10 full-time
employees over the next 24 months. A large anticipated benefit of
this project is the job creation that will result from the
development of the "mega site".

Authority of Long County proposes to carry out a downtown
development project. The project involves acquisition by the DA of a
1.66 acre parcel of downtown property and construction of a 12,000
SF building to house approximately 10 retail businesses. Income
generated from the retail businesses would then be used to convert
the historic railroad depot (to be donated by the City of Ludowici)
into a visitors' center as well as to match a future CDBG
application to renovate the only remaining building on site into a
community youth center. Total project cost is estimated at
$1,050,000. $500,000 in Equity Funds would be used to acquire the
property ($100,000) and construct the 12,000 SF building ($400,000).
The City of Ludowici's donation of the railroad depot is valued at
$50,000. The program income generated by leasing the building is
expected to generate $250,000 to be used toward renovation of the
depot and to match $250,000 in CDBG funds to be used in converting
the existing building into a community youth center. Ten new retail
businesses will be located in downtown Ludowici, creating 50 jobs.
In addition, the renovated depot will be used as a visitors' center
and a rehabilitated building will serve as a community youth center.

120-acre tract of land for development of an industrial site. The
industrial park will be located near Interstate 75. Project
activities will include the construction of an access road into the
industrial park and the extension of water service into the site.
Total project cost is $794,390 including the acquisition of the land
at $600,000. Local funds will provide $300,000 of project costs and
Equity funds $494,390. The 120-acre industrial park will be used by
the Development Authority as a tool to attract industrial prospects
to Turner County.

Vidalia proposes to construct a new terminal building for the
Vidalia Municipal Airport. The current terminal is forty years old,
suffers from structural fatigue, water damage, substandard energy
efficiency, and antiquated utilities and spatial layout. The current
facility is also unable to meet current applicable codes, is not
handicap-accessible, and is located too close to airplane fuel
dispensers, thus posing safety and maneuverability problems. Total
project cost is $691,800, with $500,000 proposed as OneGeorgia
funding and the balance of $191,800 from the City of Lyons. The
Toombs-Montgomery County Chamber and Development Authority and the
Sweet Onion Classic Committee will provide interior furnishings. The
new terminal is expected to promote Toombs County as a location for
industrial, wholesale and distribution businesses.

Warm Springs is applying for assistance in funding water and sewer
improvements. Specifically, the City seeks to replace 6,000 LF of
sewer mains and appurtenances, replace and relocate one sewage
pumping station to higher ground, replace an antiquated sewage
treatment facility with constructed wetlands type of treatment
system, and bore under State HWY 85 to provide water and sewer
service to residents and businesses. The total project cost is
$2,560,000 with EPA providing $475,100, CDBG providing $500,000,
$500,000 in proposed Equity funds, $15,000 in local funds and the
$1,069,900 balance from a yet to be determined GEFA loan/state
appropriation combination. The City hopes to alleviate present
problems/health hazards as well as removal of moratorium on new
residential and commercial/industrial users.

County proposes to renovate a 56,000 SF warehouse. This facility
would serve as a central warehouse for the coordination of the
Department of Technical and Adult Education's statewide computer
recycling program. The total project cost is $1,500,000. The County
is requesting $500,000 in Equity funds. Other State sources are
supplying $1,000,000 towards the project. Funding this project would
supply computers on a regular basis to technical colleges.

West Point proposes the construction an 8,900 SF Technology and
Training Center within the existing West Point Technology Park. The
Center would provide courses in various business applications,
wireless technology, Internet services, communications
infrastructure, e-commerce and other technology fields. The total
cost of the project is $1,493,840 of which the City is requesting
$464,165 in Equity funds. Other proposed funding includes $500,000
in EIP/CDBG funds, $166,500 in ICAPP funds, $73,475 in CSU funds,
$234,500 in City Development Authority funds and $55,200 in private
funds. By supplying a workforce of qualified workers, the area will
be better able to retain companies.

| The City of
Wrightsville is requesting assistance to make sewer system
improvements. The City proposes to add a lift station and
rehabilitate the current lift station at the catfish plant to an
overflow wet well. Total cost of construction, engineering, legal
and administrative is $567,500. $500,000 would be provided by Equity
funds while $67,500 would be provided from unspecified local
sources. Improved sewer capacity will be available to serve the new
catfish plant and the YDC's conversion into a state prison.
