The OneGeorgia Authority received 44 applications in its third round
of Equity competition requesting over $18 million in funding for projects
totaling over $73 million in public and private investment. The following
short descriptions were derived from applicant project summaries. Awards
for this Equity round will be made November 30, 2001.
City of Albany The City of Albany, on behalf of the 11 Tier 1 counties in Region 10 and Darton College, seeks Equity funding to provide assessments of reading and math skills for 1100 women of which 550 will be selected to improve their skills in these subjects. In an effort to improve workforce readiness, this project will provide mentoring, informal counseling and instructions in work ethics, behavior and dress. Childcare and transportation will be provided during this project.
Appling County Appling County seeks Equity funding for the construction of Falling Rocks Park at Deen's Landing located on the Altamaha River to promote nature-based tourism, enhance environmental education and provide a diverse economic base to the area including recreation suppliers, restaurants, river tour operators and tourism-oriented retailers.
Downtown Development Authority of Augusta The Downtown Development Authority of Augusta seeks Equity funding to revitalize streetscape and deteriorating underground infrastructure in a downtown area known as Center City, thereby providing new business, employment opportunities as well as enhancing this cultural and historic area of Augusta.
City of Baxley and Appling County The City of Baxley and Appling County seek Equity funding to allow the extension of sewer lines from the City of Baxley to the Appling County Industrial Park West. This project will retain 150 jobs, create 80 additional jobs and facilitate Phase I of sewer line extension to Tri-County Regional Park supporting Appling, Jeff Davis and Bacon Counties.
Baldwin and Putnam Counties Baldwin and Putnam Counties have formed the Sinclair Water Authority, and seek Equity funding to build a water treatment facility and associated transmission/distribution water line to serve both counties with a reliable source of water. This project will be built in phases. Phase I of the project will be the installation of a 9000 LF of 18" transmission/distribution water line, which will connect Baldwin County's water system to Putnam County and the future water treatment facility. The second phase of the project will be the water treatment facility, which will be built on Lake Sinclair.
Brantley County Brantley County seeks Equity Funding to provide public infrastructure, specifically water & sewer infrastructure, to serve a 55-acre industrial park currently under development. The industrial park has close proximity to I-95 and Brunswick Port Terminals.
Joint Development Authority of Brooks, Colquitt, Grady, Mitchell, and Thomas Counties The JDA of Brooks, Colquitt, Grady, Mitchell, and Thomas Counties seeks Equity funding to aid in the purchase and renovation of the 100,000 square foot "Hand Trading Company" building in Pelham, Mitchell County for use as Class A office space. The building has high-speed Internet and broadband capabilities and T-1 connection within one block. The facility could provide up to 350 data processing "back office" type jobs in the five county areas.
Bryan County – Pembroke Development Authority The Bryan County - Pembroke Development Authority seeks Equity funding to assist with the construction of a roadway to a proposed 273-acre industrial park known as Interstate Centre. The site of the proposed industrial park is strategically located on I-16, 10 minutes from I-95 and 30 minutes from the Georgia Ports Authority.
City of Byron The City of Byron is seeking Equity funding to reconfigure one existing wastewater pump station, construct one new pump station and two new force mains as part of a larger wastewater connection to the City of Warner Robins. In joining the section of Byron east of I-75 to the Warner Robins system, the project will immediately expand industrial wastewater capacity for North Peach Industrial Park and major commercial arteries along Hwy 49.
City of Camilla The City of Camilla seeks Equity funding for the construction of a one million gallon elevated water storage tank and a new 12" water main to tie the new tank into the existing water system. This will provide an adequate water supply and an effective level of fire protection to Cagle-Keystone poultry operations and other existing industries as well as providing additional capacity for future growth.
Catoosa County Catoosa County seeks Equity funding for a multi-activity project including expansion of the Catoosa Learning Center from 23 to 29 teachers to provide classes and training in support of the demand. In addition, the project includes the expansion of sewer lines to Sonnen Braune, manufacturer of tanning beds, which will expand capacity, retain 32 jobs at the facility and add 32 more while also extending sewer lines for Georgia Winery to expand retail sales and add an upscale restaurant with a possible 90 new jobs created.
City of Colquitt The City of Colquitt, the Miller County Development Authority and the Miller Board of Commissioners, seek Equity funding for assistance in the development of the 106-acre Colquitt/Miller County Industrial Park including extension of water & sewer utilities, rail spur and access road into the park. Infrastructure will allow BREK Fabrics, manufacturing agriculture and geotextile fabrics, to locate in the park creating 24 new jobs.
Darien Downtown Development Authority The Darien Downtown Development Authority seeks Equity funding for the purchase of an .84-acre tract of riverfront property in Darien. The property will be leased to private developers for construction of a restaurant and dock/boat ramp improvements. An estimated 60 jobs will be created.
City of Dawson The City of Dawson seeks Equity funding for the restoration of a two-story building, known as the old "J. C. Penney" store on Main Street located in the historic district, to house a theatre, restaurant and cultural arts center, promoting tourism and economic development efforts.
Douglas – Coffee County Industrial Authority The Douglas – Coffee County Industrial Authority seeks Equity funding for infrastructure to support an integrated supply and management grain, feed and aggregate facility supplying poultry and egg producers in the South Georgia and North Florida region with competitively priced grain and feed. The project will create 50 full-time jobs in its first year and 175 full-time jobs within three years.
Development Authority of Early County The Development Authority of Early County seeks Equity funding for needed improvements to a 69,690 square foot building located in the industrial park. The "spec" building, damaged by a tornado, requires repairs in order to be marketable.
City of Elberton The City of Elberton seeks Equity funding for replacement of fresh water pumps, chemical feeders, installation of 23,930 feet of 10" water line along GA Hwy 17, a 250,000-gallon storage tank and an emergency power generator to support local industries. Providing an adequate and secure water supply will retain 50 new jobs at ConAgra, 556 other jobs at ConAgra, over 2000 jobs in the local granite industry and will create up to 18 new jobs at Imex International.
Hancock County Hancock County seeks Equity funding for the construction of a 61,325 square foot facility to serve as an industrial incubator at the Sparta Industrial Park. Feasibility issues for this project have been extensively researched. Combining available industrial space with intense marketing and business mentoring, Hancock County will be able to create manufacturing jobs in the community. There are no manufacturing jobs currently in the county and the unemployment rate as of July 2001 is 9.3%.
City of Hawkinsville The City of Hawkinsville seeks Equity funding to complete development of the city’s Technology Park by adding necessary infrastructure to the facility. The city will complete the paving of a parking facility for the speculative building currently being constructed. The city deems actions necessary to complete the facility in order to attract industry to the facility.
Irwin County Irwin County seeks Equity funding for an agricultural project to establish a farm demonstration center and training facility thereby combining two of the state's largest economic engines: agriculture and tourism. The project is a collaborative effort including UGA College of Agriculture and Environmental Sciences Coop Extension Service, Irwin Chamber of Commerce and the Irwin County School System.
Lamar County Water and Sewer Authority The Lamar County Water and Sewer Authority seeks Equity funding for the extension of water mains into an area of low to moderate income where several private wells provide poor quality or no water. This project will provide water for approximately 77 households.
Laurens County Board of Commissioners The Laurens County Board of Commissioners seeks Equity funding for Phase I of a 3,9ll square foot regional Early Childhood Care and Education Center (ECCE). The Center will enhance and expand the childcare industry of Laurens and surrounding counties as well as expand the available, trained workforce for all prospective and current area industries. The Center will provide affordable childcare for area residents desiring to further their education and training for employment and will be an exemplary childcare training facility for ECCE program students of Heart of Georgia Technical College and for childcare workers employed by area childcare providers needing additional training.
City of Lyons The City of Lyons seeks Equity funding for the extension of water & sewer lines to the Corporate Center at US Hwy #1, the construction of a 250,000 gallon elevated water storage tank at the center and drilling of a 1,000 GPM deep well for the park.
McIntosh County Government Board of Commissioners The McIntosh County Government Board of Commissioners seeks Equity funding for infrastructure and construction of a workforce development center providing rural business incubator development and workforce readiness programs.
Macon – Bibb County Industrial Authority The Macon-Bibb County Industrial Authority seeks Equity funding for assistance in site work/construction of a two mile, three-lane access road with curbing & gutters to a 450 acre industrial park under development, the I-75 Business Park. The road will increase marketability of the park by providing entrance/exit to the north at Hartley Bridge Road and Sardis Church Road to the south.
Mitchell County Development Authority The Mitchell County Development Authority seeks Equity funding to assist in the purchase of a closed meat processing and distribution plant. The plant would be leased to a local farmer-owned alligator processing company seeking to expand its' operations. The alligator processing plant, a successful spin-off of the poultry industry, would create 15 fulltime jobs over the next 3 years.
Moultrie – Colquitt County Development Authority The Moultrie-Colquitt County Development Authority seeks Equity funding for assistance with marketing and promoting of the first annual Southern Wildlife & Outdoor Exposition to be held at Spence Field, Moultrie in March 2002. The 3-day annual event will feature exhibits, products, seminars and demonstrations including archery, camping, boating, fishing and hunting. The event seeks to develop eco and agricultural based tourism in Southwest Georgia by drawing visitors to the community and is expected to generate an economic impact of approximately $2.5 million.
Okefenokee Area Development Authority The Okefenokee Area Development Authority seeks Equity funding for the acquisition of 488.9 acres to expand the existing 91-acre Pierce County Industrial Park to provide adequate acreage for industrial recruitment and marketing.
Peach County Peach County seeks Equity funding to provide equipment for a Commercial Truck Driving technical certificate of credit programs, which will create 175 new jobs and 80 new small businesses. The equipment will be used to train 175 displaced workers from Peach, Dooly and Pulaski Counties to re-enter the workplace.
City of Pelham The City of Pelham seeks Equity funding for the construction of a 30,000 square foot vegetable cooling and shipping facility to be leased to Summerlin Farms to market and ship fresh produce to major food chains such as Publix, Winn-Dixie and Wal-Mart. The facility will create 25 fulltime jobs, 25 fulltime seasonal jobs and increased crop diversification and production.
City of Port Wentworth The City of Port Wentworth seeks Equity funding for the construction of a main entrance boulevard into the developing 2,139-acre "Town Center", an innovative smart-growth neotraditional development. This formal gateway will serve as more than a local network road. It will be an integral part of the transportation network for the region, including access to a proposed mass transit center between two existing rail lines.
City of Roberta The City of Roberta seeks Equity funding to drill a deep well to provide a reliable, alternate water source. The City currently relies on a well field (the only documented municipal well field in Georgia) containing 18 shallow wells and 1 deep well for its water supply. The City seeks a reliable alternate water source in order to attract new business and industry as well as retaining its current business customers.
Southeast Georgia Regional Development Authority The Southeast Georgia Regional Development Authority seeks Equity funding for sewer line extension from the Appling County Industrial Park to the 127-acre Tri-County Industrial Park. The park, known as SEGRDA, is under development and located on Hwy 341 serving Appling, Bacon and Jeff Davis Counties.
Southwest Georgia Regional Development Authority The Southwest Georgia Regional Development Authority seeks Equity funding to renovate the Warren-Bush Building located at Andrew College in Cuthbert, Randolph County, to create a Workforce Development Center to provide vocational and technical training and other educational programs.
City of Statesboro The City of Statesboro seeks Equity funding for the construction of a 500,000 gallon elevated water storage tank and to upgrade existing wells in the 400-acre Holland Industrial Park located off US 301 North and one mile west of the Statesboro/Bulloch County Airport and to upgrade existing 4 inch lines serving the airport to 8 inch lines and to allow for small industrial development around the airport.
City of Tallapoosa – Tallapoosa Industrial Development Authority The City of Tallapoosa and the Tallapoosa Industrial Development Authority seek Equity funding for Phase III at Tallapoosa's Industrial park to clear, grub and grade 100 acres to provide an attractive, desirable location for an industrial prospect and future construction of a speculative building.
City of Thomaston The City of Thomaston seeks Equity funding for the purchase of the former Westek Water Supply & Treatment facility to provide additional water supply/treatment capacity for current customers as well as providing capacity for future growth. The Westek plant was purchased by its former employees (now called Martha Mills) in order for 275 jobs to be retained in the area. The City’s purchase of Westek Water Supply and Treatment Facility will aid in this transaction and in the protection of these jobs.
Thomaston – Upson County Development Authority The Thomaston – Upson County Development Authority seeks Equity funding for construction of an 80,000 square foot speculative commercial/industrial facility in the 294-acre Central Georgia Business & Technology Park, strategically located adjacent to the Thomaston/Upson Airport. This speculative facility would provide assistance in the recruitment of business and industry to the area.
City of Thomson The City of Thomson and McDuffie County seek Equity funding for assistance in construction of a 5,917 square foot airport terminal and welcome center at the Thomson-McDuffie Regional Airport. The airport has been designated as a regional airport. The airport will assist in promoting economic development in McDuffie County and in the surrounding area.
Tifton Downtown Development Authority The Tifton Downtown Development Authority seeks Equity funding for the renovation and expansion of a regional 6,893 square foot workforce-training center. The center, supported by both ABAC and Moultrie Tech, will house computer labs, migrant worker training programs, GED, adult education and job placement programs in a five county area.
Turner County Development Authority The Turner County Development Authority, the City of Ashburn, Turner County, and the Ashburn Historic Preservation Commission seek Equity funding for the completion of the restoration of the Turner County historic jail and creation of a "Crime and Punishment Museum". The museum will be a drawing card for tourism in the community, spurring job creation through the opening of shops, restaurants and other downtown businesses.
Twiggs County Twiggs County, the City of Jeffersonville and the Twiggs County Joint Development Authority seek Equity funding for the acquisition of 200 acres of land for development as an industrial park. The land is located at the intersection of I-16 and Hwy 96. The projected number of jobs created is 500.
Development Authority of Washington County The Development Authority of Washington County seeks Equity funding for market penetration expenses, development of grading and pricing systems, logo and identity creation, office space acquisition, accounting/legal start up fee, a technology system and other machinery and equipment to support a meat goat slaughter plant/marketing facility. The facility will support a New Generation Cooperative, in which ranchers will purchase stock shares and share in the plant profits. UGA study estimates 19 fulltime jobs will be created and an economic impact of $1.86 million.
Wayne County Board of Commissioners The Wayne County Board of Commissioners seeks Equity funding to extend city sewer lines along South Macon Street beginning at Rogers Street south to the industrial park at Sunset Boulevard for new development currently taking place and to provide the infrastructure needed for future development of the area.
