The Joint Development Authority of Baker, Dougherty, Lee and Terrell Counties is requesting funds for an ecological-tourism training and marketing program, Southwest Georgia Outdoor Adventures. The pilot program will provide technical and marketing assistance to promote activities including hunting, fishing, bird watching, boating, canoeing, field trials, camping, farm tours and wildlife photography. The pilot project is expected to create up to 60 new jobs and will promote 14 counties in southwest rural Georgia.

Resubmission: The City of Byron is requesting funding to reconfigure one existing wastewater pump station, construct one new pump station and two new forcemains as part of a larger wastewater connection to the City of Warner Robins system. By joining the section of Byron east of I-75 to the Warner Robins system, this will immediately expand industrial wastewater capacity for the North Peach Industrial Park and commercial arteries along Highway 49, as well as alleviate the burden that area constitutes on Byron's existing system, currently under an EPD consent order.

The City of Cedartown requests assistance to construct an access road to the Cedartown North Business Park. The City of Cedartown needs the access road to assist with marketing efforts of prospective new industries to the park.

Dawson, City of
Resubmission: The City of Dawson, along with the DDA and The Better Hometown Task Force, seek to increase tourism and downtown development by acquiring and renovating a building in the historic downtown area. The building will house a dinner theater facility and a locally owned restaurant. The community hopes to create a niche tourism market by hosting unique theater productions as well as foster future downtown development in the area.

  • $400,000 is requested to acquire and renovate a building in our historic downtown area, to house a theatre, a restaurant, a dinner theatre and a cultural center.

East Ellijay, City of
The City of East Ellijay seeks funding to extend water lines to a 90-acre tract, identified as Phase I, within the 269-acre industrial park, the Highlands of East Ellijay. Super Wal-Mart Stores has committed to serve as the anchor retail store in Phase I of this development, creating 150 new jobs within 24 months. At the completion of commercial and industrial development in Phase I, it is estimated that a total of 1200 new jobs will be available in the area.

The City of Fort Gaines is requesting funds for a sewer line extension from the existing wastewater treatment plant to George T. Bagby State Park. This would include two new pumping stations, upgrading two existing pumping stations, 1200 linear feet of 4-inch forcemain, and 23,000 linear feet of 6-inch forcemain. The project will serve the George T. Bagby State Park Lodge and Conference Center currently being expanded from 30 to 60 rooms, the new county airport and a proposed retirement complex.

The project seeks to provide the region with a multipurpose facility to promote and support agriculture while subsequently providing a needed positive economic impact to a rural community.

Macon-Bibb County Urban Development Authority
The Macon-Bibb County Urban Development Authority seeks assistance with the cost of a predevelopment feasibility study for the proposed construction of a 200-room convention hotel adjacent to the Macon Centreplex along I-16 in Macon. Local, public and private leaders have identified a convention hotel as one of five priorities to stimulate Macon's economy, pledging $1.6 million to secure a private developer. Newtown Macon is managing the predevelopment phase to fully assess the feasibility of a convention hotel and the most viable development concept for our market.

A ten-year project to establish an environmentally friendly recirculating type
agriculture industry in the coastal counties utilizing indigenous saltwater species of fish. We will build and operate a commercial size demonstration facility. The University of Georgia, Georgia Southern University and Georgia Aquafarms will document and publish all information to set industry standards and educate new farmers.

McIntosh County Board of Commissioners
This project will create the Georgia Shrimp Certification Program to market and promote the sale of Georgia Shrimp in local, regional and national markets on a year-round basis. This program will develop a market for Georgia Shrimp as a premium product capitalizing on the findings of two Feasibility Studies funded by OneGeorgia and completed in 2001. To accomplish this, the program will establish the Georgia Shrimp Promotion Council, develop certification guidelines and implement inspection and revenue systems. The program will assist all levels of the shrimp industry throughout the state by providing technical, educational and marketing support focusing on Georgia Shrimp brand quality and health benefits.

The Georgia Marine Shrimp Project is a project exploring the feasibility and cultivation of marine shrimp in an inland farm environment. Phase 1 successfully demonstrated the ability to raise marine shrimp indoors in freshwater. The group seeks funding for Phase II, the construction of outdoor units in Pulaski County (Tier 2) and also funding to provide for various ongoing operational expenses of Phase I and Phase II.

Monroe County, Development Authority of
The Monroe County Development Authority seeks funding to assist with infrastructure improvements to the 271-acre Rumble Road Industrial Park located off I-75. Improvements will serve a new industry, GRESCO, in the park, creating 50 jobs, as well as enhancing the competitiveness of the park to industrial prospects.

The City of Odum requests funding to purchase equipment for lease to a sub-recipient. The local industry seeks to vertically integrate operations, capture a larger share of the market and build a national brand. The proposed expansion will double the local workforce from 20 to 42. These are all milestone achievements for a company in a very rural area with humble beginnings that started in an old church building.

The City of Perry, in a collaborative effort with the Peach and Houston County Boards of Commission, seeks to develop and market a 40-acre industrial site in Peach County near the Perry-Houston County Airport. Proceeds from the sale and lease/purchase of Phase I site(s) will be used for development of subsequent phases. Emphasis will be placed on attracting high-tech industrial and commercial companies requiring small sites, close proximity to the airport and I-75.

Plains, City of
The City of Plains plans to renovate two historic buildings in downtown Plains, building on increased tourism to the hometown of President Jimmy Carter. The buildings will be developed into the Plains Inn & Antiques. The first floor will include 26 dealer booths and 13 display cases with a check out area. The second floor (Inn) will have a common area and 7 rooms for overnight stays. The seven rooms will be decorated and furnished to represent the years from 1920 to 1980.

Randolph County Development Authority
Resubmission: The Randolph County Development Authority proposes to assist in the creation of the Southwest Georgia Workforce Development Center to be located on the campus of Andrew College in Cuthbert. The building is owned by the Randolph County Development Authority and will be operated by Andrew College. Andrew College and Albany Technical College have collaborated to create a unique partnership that will allow students in the region to access technology training previously unavailable in this area. The project will serve a minimum of 75 beneficiaries in the first year and will create 2.5 jobs.

Resubmission: SEGRDA, the development authority representing the Appling-Bacon-Jeff Davis Tri-County region, proposes to use Equity Funds to extend sewer lines from the Appling County Industrial Park West to the SEGRDA (Tri-County) Industrial Park. SEGRDA plans to combine the requested Equity Funds with available RAP funds to complete this project.

Resubmission: The DDA of The City of Tifton is requesting funds to help finance the renovation and expansion of a new regional 6,893 square foot workforce-training center. The center represents the culmination of a partnership between DDA, South Georgia Workforce Investment Board, Abraham Baldwin College, Moultrie Technical College and the City of Tifton. This regional training hub will house computer labs, migrant worker training programs, adult education classes, counseling facilities, GED programs, job training and job placement programs.

Valdosta-Lowndes County Industrial Authority
The Valdosta Lowndes County Industrial Authority and the Lowndes County Board of Commissioners seek funding to create eight incubator sites within the Lake Park Industrial Park located in south Lowndes County. The sites range from 2 to 4-acres and will be served by an interior road system off the Lake Park-Bellevue Road. It is anticipated a minimum of $3,000,000 in capital investment will be made and between 40 and 80 jobs will result.
